EAC, PRIVATE SECTOR AND CIVIL SOCIETY MEET TO REFINE FRAMEWORK FOR DIALOGUE

East African Community Secretariat, Arusha

A validation workshop on a proposed dialogue framework for effective consultation between the EAC and Private Sector and Civil Society Organizations is set to take place 10-11 October 2011 at Sun Safari Hotel, Bujumbura, Burundi with the support of GIZ and Trade Mark East Africa (TMEA). The proposed dialogue framework is intended to promote the effective participation of non state actors in the EAC integration process.

During an EAC meeting of experts that took place from 22 to 24 August 2011 at the Southern Sun Hotel in Nairobi, Kenya representatives from the Partner States, the EAC, representatives from private sector and civil society organizations developed and agreed on a structure for an effective dialogue framework. This was followed by national consultative workshops, held in September.

The proposed framework is in response to a Council of Ministers' decision for the Secretariat to "formalize the forum provided for under Article 127(4) of the EAC Treaty with a proposal on Rules of Procedure to guide the participation of the private sector and civil society and other interest groups".

Through the Dialogue Framework, civil society, private sector organizations and the EAC shall work towards realising Community objectives, promoting continuous development of strong partnerships among themselves and being governed by the underpinning principles of the Community.

During the validation workshop in Bujumbura, Government representatives as well as key actors from private sector and civil society organisations and the EAC Secretariat are expected to agree on a Dialogue Framework between EAC, private sector and civil society for submission to the relevant Sectoral Councils; a roadmap on the next steps; and sources of funds for the remaining processes.
